SAARC Democracy Charter: Citizens'
Initiative
On 20th-21st September
2011, a Regional Conference on SAARC Democracy
Charter was organized by SACEPS in Kathmandu to
finalize the
SAARC Democracy Charter: Citizens' Initiative.
Keeping in mind that there had been significant
progress at the intergovernmental level in
developing an official version of the Democracy
Charter, the conference in Kathmandu reexamined
the key issues identified by both the
intergovernmental draft and the Citizens'
Initiative and considered how the Track II
effort could supplement the official SAARC
process.

During the Sixteenth Summit, the leaders of the
Member States of SAARC underlined the challenge
faced by them in ensuring effective, efficient,
transparent and accountable governments. They
emphasized the need for regional cooperation to
strengthen good governance through sharing
experiences, best-practices and establishing
institutional linkages. They noted the proposal
by Bangladesh to convene an Inter-Governmental
Meeting in Dhaka on the idea of SAARC
Charter of Democracy and it was convened
on 4-5 September 2010 in Dhaka. The meeting was
attended by all Member States.
